Hard disagree I think it is lawful neutral. Keep in mind that he didn't just take the money by force he got the merchant to give him a fair deal. Given that the only reason he was getting ripped off was because of an unjust reputation(and an opportunistic merchant making use of a monopoly) his actions only got him what he would have if society had upheld its end of the bargain. I would argue that lawful more appropriate because the actual Law was not going to do its duties and he did this to ensure what he was owed and nothing more. I argue neutral because he certainly is not being selfless so can't be good but he also isn't demanding something the merchant can't afford as evidence by the deals that happened before. To those that disagree let me preemptively point out that our legal system essentially does exactly the same thing if a scammer tries to rip someone off they can expect to get fined, arrested, and/or community service and if they continue their ways they can expect that prison is soon approaching.

A lot of stands most “selfish” actions have mostly stemmed from his desire to be accepted.
